Welcome to the website of the Water Resources Panel
of the Natural Resources Board. Established by Act No. 115 of the Vermont General Assembly, the Panel is a public body, independent of the
Agency of Natural Resources, comprised of four citizen members plus a Chair.
Pursuant to §§20 – 26 of Act No. 138, effective May 14, 2012, the rulemaking authority of the Water Resources Panel has been transferred to the Agency of Natural Resources; the rules of the Panel are now deemed to be the rules of the Agency and will remain in effect until amended by the Agency. The Panel retains its role as a statutory intervenor on water matters before the Environmental Court. This website includes past decisions by the Panel and the former Water Resources Board and information about rules related to wetlands, lakes and other public waters in Vermont.

For many years the Water Resources Board and the Water Resources Panel (as the successor to the Board) provided a forum for meaningful citizen involvement in the
development of water resources management and wetlands protection policies for the State of Vermont through the adoption of state water quality standards and rules regulating
the use of public waters, lake levels, and mean water levels, and the designation and regulation of outstanding resource waters and significant wetlands and their
protective buffer zones. While these rules are now promulgated and administered by the Agency of Natural Resources in its water-related permit programs, this website
contains past decisions of the Water Resources Board and the Water Resources Panel and other information that is useful to an understanding of Vermont’s
role as a leader in water resource protection. Although the Water Resources Panel does not hear appeals of water-related permits or decisions of the Agency of Natural Resources, the Panel has the statutory authority to intervene as a party in those appeals in the Environmental Court.
