2006-2008 Energy Efficiency Utility Contract

After a competitive solicitation in 2005, the Public Service Board ("Board") selected Vermont Energy Investment Corporation ("VEIC") to serve as Vermont's Energy Efficiency Utility ("EEU") for the 2006-2008 time period, with an option to renew the commitment for up to an additional three years.  The Board negotiated a performance-based contract with VEIC for these services.  This contract was amended in June 2007 to reflect increased 2006-2008 EEU budgets and other program changes resulting from the implementation of new legislation passed in 2005 and 2006 (Public Acts 61 and 208).  This contract was further amended in December 2007 to reflect updated avoided costs and changes to the Customer Credit Program.  This contract was amended for a third time in June 2008 to add responsibility for the preparation of a 20-year energy efficiency forecast, to allow the Board to grant permission for the contractor serving as the EEU to appear as a party in a proceeding directly related to the EEU, and to correct an error made when determining the original performance goals related to geographic targeting.  This contract was amended for a fourth time in January 2009 to reflect the implementation of unregulated fuel efficiency services, as required by new legislation passed in 2008, and updated avoided costs.  This page contains the final version of the Board's contract with VEIC for EEU services during the 2006-2008 time period.
