Both were designed by previous Vermont weatherization directors, and neither tool has been submitted to the US DOE as required to substantiate use of federal weatherizing funds. Both State and Federally funded projects in Vermont are screened using the Access-based NEAT program produced by Oak Ridge National Labs. An overview of the Vermont weatherization audit approach was circulated by Elizabeth Chant of CVOEO. A description of the engineering logic for NEAT is attached, with additional reference links included in the word document. NEAT can be downloaded at http://www.waptac.org/sp.asp?id=9382 . Due to the goods-costs database that is required to model a project in NEAT, the tool may be difficult for others to experiment with. Being designed as a national product NEAT has limited capacity to accurately model Vermont’s building stock, and tends to over estimate savings more than the attached tools preferred by Vermont’s weatherization operators.
