As proposed during the targeting workshop, utility parties were asked to complete a spreadsheet template as circulated by GMP. Responses to this request are due on October 31, 2006. As an alternative, CVPS has been discussing the option of asking utilities to propose the specific locations where they believe targeting would be most effective and seeing if a consensus utility proposal can be developed. CVPS has shared this concept with the DPS. At this time, CVPS believes that a number of utility parties are making substantial progress in formulating such a proposal and that work on this effort is continuing. Given that the development of a consensus approach holds the promise of creating a workable solution that would help to guide the Board in its decision making on the use of targeted EEU budget amounts, and given that this effort is on going, CVPS respectfully requests that the Board consider staying the requirement that utilities file completed template spreadsheets at this time. This would free system planners to work with CVPS on the development of the consensus recommendations. If, and it should not take long to determine, it appears that a consensus approach is not likely to result in a recommendation, CVPS would so inform the Board and permit the Board to re-instate the request for completed template spreadsheets. Recognizing that the Board is trying to consult with parties to determine how best to direct the targeting of incremental EEU budget amounts, CVPS believe that the approach being considered by a number of utility parties holds the promise of yielding an administratively workable proposal that can then be considered by all workshop participants.
