Issues to be Addressed

The Cost Analysis Subgroup is charged with identifying and proposing tools and information sources to be relied upon in meeting the Board's obligation to determine rates that represent a "reasonable approximation" of "a generic cost, based on an economic analysis, for each category of generation technology that constitutes renewable energy." (30 VSA 8005 b.(2)(B)(ii)) Depending on the outcome of legal determinations regarding Docket 7533, this Subgroup may also be charged with identifying and proposing tools and information sources to be relied on in setting the longer term prices "to be paid to a plant owner under a standard offer" needed by Janary 15, 2010.

Attached is an initial estimate from the DPS of the weighted average residential rate for Vermont. It is based on the 2008 annual reports, as filed by the utilities. A estimated customer charge has been deducted from the revenue calculation, resulting in an average rate of 12.28 cents/kWh.

Gainesville Feed-in Tariff Synopsis

UK is going thru a parallel process to Vt. Parliament mandated by law in 2008 that Feed-In Tariffs must be put in place for renewable electricity sources by April, 2010 and renewable heat sources by April, 2011. The Department of Energy and Climate Change (DECC) is charged with holding consultations on setting the FITs and integrating them with their previous system of Renewable Obligations (ROCs) and grant incentive program (Low Carbon Building Programme, LCBP). They will be making formal recommendations back to Parliament this fall, and the rules will be set in Jan for the tariffs to start in April, 2010.
